The Civil Aviation Safety Authority is the governing body for aviation in Australia. When building a homebuilt you need to complete certain paperwork depending on what class you are planning to build. This balloon is being built in the Experimental Amateur Built class, which means that the home builder (amateur) must construct mnore than 51% of the balloon.

Relevant Regulations

CASR Section 21 - This is the bible for the amateur builder. I am operating under 21.191(g)
Civil Aviation Act 1998 - 900k Zip file of the Act itself
AC 21.1(1) - Aircraft certification categories (essential reading)
CASR 45 - The actual regs governing Rego marks. 75mm min for a 21.191(g) aircraft!

Reserve a VH Rego mark - This cannot be done anymore which is a real shame.
